Brazil and Korea invest in waste management

Cooperation appreciates Brazilian Best Practices, creating conditions for consortia can consolidate, widen and improve the solid waste management in their territories

Brazil, represented by the Ministry of Environment (MMA), and the Republic of Korea, through the Institute of Environmental Technology and Industry of the Republic (Keiti), signed on Monday (10/08) in Brasilia, bilateral technical cooperation agreement worth US $ 600 000, seeking to encourage shared solutions between municipalities for proper solid waste management.

The funds will be used to develop studies, projects and programs that contribute to the reduction, reuse, recycling and disposal of solid waste in an environmentally appropriate and economically viable way.

According to the deputy director of the Department of Water Resources and Urban Environment MMA, Marcelo Jorge Medeiros, responsible for monitoring the project, this is an opportunity to learn from another country, which is ahead of Brazil in this process, new solutions and technologies. "The project includes the participation of Korean companies to show how solid waste management is carried out in practice," he said. "We will then have contact with a successful experiment performed by professionals, which helps us to envision new solutions and different ways to do the same task."

AIM

For the implementation of the first part of the agreement (development studies and seek appropriate solutions with respect to the garbage), MMA selected to host the Sanitation Intermunicipal Consortium Basic project of the Water Circuit Region (Cisbra). The ministry, the consortium and the Korean delegation will prepare the diagnosis of waste management in the Water Circuit region.

The agreement will benefit 305,000 people, according to the Brazilian Institute of Geography and Statistics (IBGE). The MMA will coordinate the work and will provide technical support to ensure that the project fully complies with the National Solid Waste Policy. The activities will begin later this month.

"We hope that these initial results are a showcase for more intercropping practices of solid waste management and to help us in the implementation of the National Policy on Solid Waste," said Solid Waste Manager of MMA, Eduardo Rocha. The CONSORTIUM

Located in the A radio station São Paulo, the Cisbra was created in July 2010 with the signing of the commitment letter for 14 municipalities. In addition to its core business, developing in parallel, social actions, such as environmental education programs in schools and in rural areas, and anniversaries related to sustainability. It currently includes 12 cities: Amparo, Águas de Lindóia, Itapira, Lindóia, Monte Alegre do Sul, Morungaba, Pinhalzinho, Bela Stone, Santo Antonio de Posse, Serra Negra, Socorro and Tuiuti. Of the 12 municipalities that make up the consortium, six are spas, which requires high capacity for solid waste management.

The Keiti project manager, Si Youg Park, explained that this first phase will be interesting for Korean technicians understand how legislation and the Brazilian management model work. "We have a responsibility to the environment and hope to build a model for Brazil, which is an important country," he said. "Initially, the project will be executed with the consortium, but we glimpse possibilities to expand to other parts of the country."

BACKGROUND

In November 2014, an initial meeting was held at the headquarters of MMA with the participation of the Korean delegation and representatives of the ministry, to discuss the possibility of future technical cooperation partnerships in the environmental area between Brazil and the Republic of Korea. At the time, among various possible environmental sectors, it was defining that would be developed a technical cooperation project on solid waste management.

The technical cooperation will not involve the transfer of budgetary and financial resources between the parties; the cost related to the development of the project covered by the budget and financial allocations for each participating country.

The MMA, instead of choosing unilaterally a consortium deemed convenient for the project, suggested that, to give greater transparency to the process, the choice of Brazilian region to receive the project was made through a public call, which end result came out in July this year.

Set the region would receive the project, began the preparation of the document process "Implementation Agreement" prepared jointly by Brazil. This document defines, clearly, the scope of technical cooperation, the project's intentions, its term, project schedule, activities to be undertaken and the responsibilities of those involved.
